Tender Description
The Ministry of Railways Pakistan is procuring consultancy services for Third Party Validation (TPV) of multiple PSDP projects including Thar Coal Rail Connectivity in Karachi, manufacture of 820 high-capacity bogie wagons and 230 passenger coaches in Lahore and Islamabad, special repair of 100 diesel electric locomotives, immediate track safety works on Rohri–Kotri section in Sukkur, and rehabilitation of track maintenance machines in Lahore. These projects are critical for enhancing Pakistan Railways' operational efficiency and safety. The scope involves detailed validation of project deliverables as per approved Terms of Reference (ToRs) across various project sites. Eligible firms must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). Experience in similar large-scale railway or infrastructure consultancy projects is essential. The bidding process follows the Single Stage – Two Envelope procedure. Technical and Financial Proposals must be submitted separately for each project. The deadline for submission is 22 July 2026 at 1400 hours at the respective Project Directors' offices located in Karachi, Lahore, Islamabad, and Sukkur. Pre-bid meetings are scheduled for 8 July 2026 at 1100 hours at the project offices. A practical tip for bidders is to ensure complete compliance with the Technical Bid requirements and submit earnest money or CDR as specified to avoid disqualification. Early submission is advised to accommodate any unforeseen delays and to attend the bid opening at 1430 hours on the closing date.
