Procurement of Consulting Services of Manpower Outsourcing Firm for KP Health Information and Service Delivery Unit

The Health Department, Government of Khyber Pakhtunkhwa, through its Project Director for the Establishment of Khyber Pakhtunkhwa Health Information and Service Delivery Unit (KP-HISDU), invites proposals from eligible Manpower Outsourcing Companies or Firms with proven experience in ICT projects for the deployment of technical human resources. This procurement is for the development and deployment of various software modules for the Health Department under a Framework Contract. The assignment is based in Peshawar, and the selected firm will be responsible for providing technical human resources as a single package, ensuring achievement of all associated deliverables. Items being procured: - Consulting services for deployment of technical human resources for ICT/software modules (specific roles, numbers, or categories not detailed in the notice) Firms must meet the prescribed eligibility and qualification criteria as set out in the Standard Request for Proposals (SRFP) documents. The SRFP documents, which include assignment details, eligibility, qualification criteria, Terms of Reference, and technical specifications, can be downloaded from the KPPRA and Health Department websites, as well as the EPADS portal at kp.eprocure.gov.pk. Proposals must be submitted electronically via e-PADS before 11:00 AM on 31st August 2026. Technical proposals will be opened the same day at 11:30 AM in the presence of bidders' representatives. A Pre-Bid Meeting is scheduled for 20-08-2026 at 11:00 AM. Manual submissions will not be accepted. Selection will be made under Rule-23 (b) using Quality and Cost Based Selection (QCBS) procedures as per KPPRA Rules, 2014. A fixed Bid Security (earnest money deposit) of PKR 500,000 in the form of a Call Deposit Receipt or Bank Guarantee in favor of the Project Director, KP-HISDU, must be uploaded with the bid. The original must be furnished before bid closing. The Procuring Entity reserves the right to reject any or all bids as per Rule 47 of the KP Public Procurement Rules, 2014.
