Procurement of Consulting Services of Manpower Outsourcing Firm/Company

The Health Department, Government of Khyber Pakhtunkhwa, through the Establishment of Khyber Pakhtunkhwa Health Information and Service Delivery Unit (KP-HISDU), invites proposals from eligible manpower outsourcing firms or companies for consulting services. The procurement is for deployment of technical human resources to support the development of various software modules under a Framework Contract. Items being procured: - Consulting services of manpower outsourcing firm/company for ICT projects The scope includes providing qualified technical human resources with demonstrable experience in ICT projects to support the Health Department's software development initiatives. The entire human resource requirement will be treated as a single package, and firms must submit proposals covering deployment and achievement of all deliverables. Eligibility criteria include meeting prescribed qualifications in the Standard Request for Proposals (SRFP) documents, which can be downloaded from KP Public Procurement Regulatory Authority (KPPRA) and Health Department websites, as well as the e-PADS portal at kp.eprocure.gov.pk. A fixed bid security of PKR 500,000 in the form of a Call Deposit Receipt or Bank Guarantee in favor of the Project Director, KP-HISDU, must be uploaded with the bid, and the original must be furnished before bid closing. Proposals must be submitted electronically through the e-PADS portal before 31 August 2026 at 11:00 A.M. Technical proposals will be opened the same day at 11:30 A.M. A pre-bid meeting is scheduled for 20 August 2026 at 11:00 A.M. Manual submissions will not be accepted. Selection will be made under Rule-23 (b) Quality and Cost Based Selection (QCBS) as per KPPRA Rules 2014. Bidders are advised to carefully review the SRFP documents and ensure timely electronic submission. Using the e-PADS portal correctly and uploading all required documents, including bid security, is critical to avoid disqualification.
