Consulting Services for Third-Party Assessment Review and Financial Impact Analysis of Human Resource Rightsizing in Power Sector Entities

The Ministry of Energy (Power Division) through its Program Implementation Unit (PIU) in Islamabad invites qualified consulting firms to provide services for a Third-Party Assessment Review and Financial (Tariff) Impact Analysis of Human Resource Rightsizing in power sector entities. This consultancy aims to support the Ministry in eliminating redundant positions, correcting cadre and grade mismatches, and rationalizing establishment costs across the public sector to improve efficiency and sustainability. Items being procured: - Third-Party Assessment Review - Financial (Tariff) Impact Analysis - Human Resource Rightsizing consultancy services The scope includes detailed organizational review, HR restructuring, and institutional reform assignments within power sector entities. The consultancy requires firms with strong corporate capacity, at least 10 years of relevant experience, and documented completion of two similar assignments in the last decade. Preference is given to firms with prior experience in the power/energy sector and sufficient technically qualified staff. Firms must demonstrate no conflict of interest with existing third-party assessors.
