Tender Description
The Directorate of Electronic Media & Publications (DEMP), Ministry of Information & Broadcasting, Islamabad, invites bids for the provision of contractual outsourced manpower services to support its Central Monitoring Unit (CMU). This procurement aims to engage a single Third-Party Service Provider (TPSP) for recruitment, payroll administration, and management of contract staff to ensure operational continuity and statutory compliance.

The scope includes sourcing, screening, deployment, replacement, and payroll management of qualified personnel in compliance with Pakistan's labor and tax laws. The contract duration is one year, extendable subject to performance and mutual agreement. The TPSP must maintain attendance, discipline, and statutory deductions such as income tax, EOBI, and social security. The contract requires a refundable bid security of PKR 1 million and a signed Integrity Pact for contracts exceeding PKR 10 million.
Eligibility criteria include legal registration in Pakistan, NTN and sales tax registration, EOBI and social security registration, minimum five years relevant experience, average annual turnover of at least PKR 50 million, and no blacklisting or litigation with the Directorate or related entities. Technical evaluation will be based on experience, financial strength, similar assignments, organizational capacity, methodology, and statutory compliance.
The tender follows a Single Stage – Two Envelope procedure with separate technical and financial proposals. The financial proposal should quote only the service charge (management/agency fee) excluding staff salaries. The Directorate will reimburse actual staff remuneration and pay the quoted service charge.
The deadline for submission is 16 July 2026 at 11:00 hrs, with technical proposals opening the same day at 11:30 hrs. Bidders are advised to attend the pre-proposal meeting on 10 July 2026 at 11:00 hrs. Proposals must be delivered to the Directorate's office in Islamabad. Late bids will be rejected.
