Tender Description
The Directorate of Electronic Media & Publications (DEMP), Ministry of Information & Broadcasting, Government of Pakistan, Islamabad, invites sealed proposals from pre-qualified firms for the provision of contractual and outsourced manpower services to support the operations of the Directorate and its Central Monitoring Unit (CMU). This procurement is conducted under the Public Procurement Rules, 2004 (as amended), using a Single Stage – Two Envelope procedure.

The scope includes sourcing, screening, deployment, payroll administration, statutory compliance, and management of qualified personnel in various technical, administrative, and support roles as detailed in Annex-A of the RFP. The contract duration is initially one year, extendable subject to performance and mutual agreement. Bidders must comply with all statutory labour and tax laws, provide timely salary disbursement, and maintain confidentiality and indemnity clauses.
Eligibility requires legal registration in Pakistan, active NTN and sales tax registration, EOBI and social security registration, minimum five years relevant experience, average annual turnover of at least Rs. 50 million, no blacklisting or litigation with the Directorate or related entities, and submission of bid security and signed integrity pact.
Key dates include a pre-proposal meeting on 17 August 2026 at 1100 hrs and the last date for submission on 26 August 2026 at 1100 hrs, with technical proposals opening the same day at 1130 hrs. Bids must be submitted in sealed envelopes to the Directorate's office in Islamabad. The evaluation will be based on technical merit (80 marks) and financial proposal (20 marks), with award to the highest combined score bidder.
Bidders are advised to carefully prepare their technical and financial proposals, ensure all mandatory documents are included, and attend the pre-bid meeting for clarifications. Earnest money of Rs. 1 million is required as bid security. The Directorate reserves the right to accept or reject any or all bids in accordance with PPRA rules.
