This tender invites bids for corridor management contracts to collect NOC fees and annual approach rentals from amenity holders using the National Highway Authority (NHA) Right of Way (RoW) across various national highways in Pakistan. The contract covers enforcement of NHA writ, removal of encroachments, serving notices, and financial management of collected revenues. The scope includes coordination with NHA field staff, legal actions against defaulters, and preparation of detailed inventories of amenities along the highways. The contract duration is two years, extendable by one year based on performance.
The work involves managing revenue recovery from multiple highway sections, including urban and rural areas, with a focus on ensuring compliance with NHA regulations. The contractor must have strong expertise in revenue recovery, legal enforcement, data management, and project coordination. The contract requires mobilization of manpower, vehicles, and equipment to monitor and enforce compliance effectively. The contract sites span major highways including N-5, N-25, N-55, and others, covering cities like Karachi, Lahore, Multan, Peshawar, and Quetta.
Bidders must be active taxpayers with a minimum annual financial worth of PKR 300 million and relevant experience in recovery matters. They must not be blacklisted or defaulters. PEC registration and FBR/ATL compliance are essential, and bidders should ensure all tax obligations are met for the financial year 2025-26. The contract follows PPRA rules with a fixed service charge of 10% of revenue collected. Bid security of PKR 1 million is required, along with performance and revenue securities upon award.
The submission deadline is on the 11th of March, 2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day at NHA Auditorium, 27-Mauve Area, Sector G-9/1 Muhammad Tufail Niazi Road, Islamabad. Financial bids will be opened on 12th March, 2026 at 11:30 AM. Bidders should submit sealed hard copies of their bids. The pre-bid meeting is scheduled for 3rd March, 2026 at 11:30 AM at the same venue.
