Tender Description
This corrigendum is issued by the Procuring Agency under the procurement process referenced as TSE-2627091189911. It notifies bidders that no bids were received against the initial procurement process and revises key requirements to facilitate competition and ensure adequate participation.
The Procuring Agency is the Balochistan Energy Sector Strengthening Investment Program (BESSI). The corrigendum revises the following requirements:
- Bid Security increased to PKR 2,500,000 instead of PKR 200,000
- Relevant Experience requirement increased to PKR 30,000,000 instead of PKR 2,500,000
- Financial Capacity increased to PKR 15,000,000 instead of PKR 5,000,000
- Joint Venture is not allowed
- Minimum Shelf Life of products must be at least 75% of original shelf life at delivery
- Product Quality must be genuine, standard-quality, and DRAP-registered/compliant where applicable
- Supply Chain Traceability requires complete and verifiable manufacturer/authorized distributor-to-bidder supply and warranty chain
- DRAP Registration requires bidders to quote DRAP-registered products and submit an undertaking on official company letterhead
- Terms & Conditions must be unconditionally accepted by bidders
- Evaluation Method will be Eligibility & Responsiveness on a Yes/No basis, followed by Financial Evaluation of responsive bidders
These amendments form an integral part of the bidding document. All other terms and conditions remain unchanged.
Bidders are advised to carefully review the revised requirements and ensure compliance to avoid disqualification. The increased bid security and financial capacity thresholds indicate the Procuring Agency's intent to attract financially robust and experienced suppliers. The prohibition of joint ventures simplifies evaluation but limits consortium participation.
The corrigendum was published on 6th October 2026, with a closing date for submissions on 13th October 2026. Interested bidders should submit their bids in accordance with the updated criteria and within the stipulated deadline. For best results, bidders should prepare their technical and financial bids meticulously, ensuring all DRAP registration and traceability documentation is complete and verifiable.
Items being procured: Specific item list not provided in the notice.
A practical tip for bidders is to ensure their bid security instruments are prepared as per the revised amount and format, as failure to comply with the new bid security requirement may lead to rejection of the bid. Additionally, verifying DRAP registration status of products beforehand will save time and prevent disqualification.
