Tender Description
The Customs Academy of Pakistan (CAP), located in Karachi, is seeking a qualified and experienced Independent Consultant for curriculum design, training, and development services. This consultancy is for a period of one year, extendable annually, and requires full-time commitment at CAP with direct reporting to the Director General. The consultant will be responsible for reviewing, redesigning, and updating the existing curriculum for officials of the Pakistan Customs Service (PCS), ensuring alignment with current operational requirements and developing modern, interactive learning modules.
The scope includes developing assessment and evaluation processes for non-STP trainees, preparing case studies and instructors guides for the Specialized Training Program (STP), serving as Lead Instructor for the STP, conducting Training of Trainers (ToT) sessions, updating training modules, organizing pilot STP sessions, identifying suitable trainers, proposing additional training courses outside CAP, and performing other management-assigned tasks. This role demands expertise in curriculum design, instructional design, pedagogical innovation, learning and development, capacity building, human resource development, organizational development, performance improvement, strategic planning, educational program management, and case study development.
Eligibility requires a Master’s degree in Human Resource Management (HRM) and a minimum of 20 years of professional experience in relevant areas. Experience heading a government or semi-government training institution is an added advantage. Interested bidders should ensure they meet all eligibility criteria and have valid FBR/ATL registration. The submission deadline is strictly by 7 days from the publish date, with bids to be submitted through the EPADS system as per PPRA guidelines.
A practical tip for bidders is to carefully prepare a comprehensive technical bid demonstrating relevant experience and qualifications, as this consultancy demands high expertise and full-time dedication. Ensuring all documentation, including Earnest Money and CDR, is complete and submitted on time will enhance the chances of success in this competitive procurement.
