Tender Description
The National Telecommunication and Information Technology Security Board (NTISB) under the Ministry of Information and Technology is procuring advanced cyber security hardware and licensed software for the establishment of a Cyber Operations and Defense Emulation Lab at the National Computer Emergency Response Team (nCERT) headquarters located in Islamabad. This procurement is part of the PSDP project 'Cyber Security for Digital Pakistan' aimed at addressing national cyber security gaps and supporting public, private, and defense sector organizations across Pakistan.
The technical scope includes supply, installation, configuration, integration, testing, commissioning, and handover of multiple lots comprising MicroData Center solutions, indigenous Red Team security validation platforms, offensive security toolkits, laptops, wireless peripherals, storage systems, smart racks, and 100-inch LED/QLED smart televisions. The hardware specifications are detailed and include enterprise-grade servers, next-generation firewalls, core and access switches, wireless access points, SAN storage, and advanced security software licenses. Warranty and support terms require minimum one to three years onsite OEM warranty with next business day replacement and technical support.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). They should have at least three years of experience in IT business, sales, and after-sales support. Bidders must be authorized partners, resellers, distributors, or manufacturers of the original equipment manufacturers (OEMs) with a verifiable presence in Pakistan. Submission of earnest money in the form of a bid security amounting to PKR 800,000 is mandatory. The procurement follows the Single Stage Single Envelope bidding procedure through the e-PADS portal.
The deadline for electronic bid submission is **27th April, 2026 at 1100 hours**. Technical bids will be opened the same day at 1130 hours in the presence of bidders' representatives. Original bid security instruments must be submitted physically before the closing time to avoid disqualification.
