Tender Description
This tender invites bids for a comprehensive Data Center Virtualization Solution in Karachi by Sindh Integrated Emergency and Health Services (SIEHS), focusing on IT & Office Equipment and IT Software & Licenses. The project involves expanding the existing VMware ESXi 6.7 virtualized environment with three latest-generation HP Gen10 servers and licenses, integrating them into the current cluster. The solution must support high availability, disaster recovery, and centralized management, ensuring seamless failover between the head office and Hyderabad co-location site. The infrastructure includes Dell Power Store storage and Cisco SAN switches, requiring a unified virtualization and hyper-converged infrastructure software suite compatible with Intel-based servers.
The scope demands robust virtualization features such as VM snapshot, cloning, live migration, automated resource scheduling, and distributed switching. Storage virtualization must offer data redundancy, SSD caching, and automated rebuilding. Network virtualization requires micro-segmentation, real-time traffic visualization, and quality of service controls. Backup and disaster recovery capabilities must support incremental VM backups, replication with low RPO, and one-click failover/failback. The hardware must include enterprise-grade servers with high-performance CPUs, large memory, RAID controllers, and redundant power supplies, backed by 3 years of 24/7 support and warranty.
Bidders must be registered, active taxpayers with FBR and GST/SRB, and demonstrate OEM presence and experience in Pakistan. Compliance with SPPRA Rules 2010 (Amended 2024) is mandatory, including bid security of PKR 600,000 and performance security of 5%. Bids must remain valid for 90 days, and submission is through the EPADS portal. The tender emphasizes adherence to PEC categories, FBR/ATL status, and requires bidders to be free from blacklisting or corrupt practices.
