Services for Data Communication Medium Between ETTM Toll Plazas and National Traffic Operation Centre

The National Highway Authority (NHA) Islamabad is procuring specialized services for establishing a data communication medium between ETTM Toll Plazas and Weigh Stations with the National Traffic Operation Centre (NTOC) located at NHA Headquarters Islamabad. This procurement covers multiple toll plazas and weigh stations along the N-5 and N-80 routes including Iqbal Shaheed, Harro, Sangjani, Mandra, Terraki, Jhelum, Chenab, Kala Shah Kaku, Harrapa, Qutbal, and Mullah Mansoor stations. The scope involves setting up reliable and secure data communication links to ensure seamless traffic operation management and monitoring. Prospective bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). Additionally, firms must hold valid registration with the Pakistan Telecommunication Authority (PTA) to qualify. The procurement follows the Single Stage - Two Envelopes Procedure, requiring submission of separate Technical and Financial Bids. Bidders should ensure compliance with all technical specifications and provide earnest money in the form of a CDR as per bidding documents. The bidding documents will be available from June 13, 2026, on the official NHA e-bidding website www.ebidding.nha.gov.pk. All bids must be submitted by July 01, 2026, no later than 11:00 AM, with technical bids opening at 11:30 AM the same day. Submissions must be delivered to the General Manager (Revenue) at NHA Headquarters, 28-Mauve Area, Sector G-9/1, Islamabad. A practical tip for bidders is to register immediately on the PPRA e-procurement system (EPADS) at www.eprocure.gov.pk, as manual hard copy submissions will soon be phased out.
