The platform must guarantee 99.5% uptime, secure cloud hosting within Pakistan, and robust security measures including DDoS protection and firewall implementation. The provider is also responsible for promotional campaigns to drive user engagement and ongoing maintenance and upgrades during the contract period. Bidders must meet stringent qualification criteria including registration with SECP and FBR, a minimum net worth of PKR 300 million, and proven experience in IPTV/OTT platform operations with Tier-III certified datacenters. Compliance with all relevant government IT security advisories and a detailed project plan demonstrating deployment within 45 days is mandatory. The financial year for operations is 2025-26.
