Tender Description
The National Telecom Corporation (Development South Directorate, NTC Karachi) invites eligible bidders to participate in the procurement of advanced telecommunication and security systems for Karachi. This tender covers the deployment of an IP PABX System and Optical Fiber Cabling (OFC) along with the installation of IP CCTV Cameras and a Centralized Attendance Management System (CAMS) across various Karachi sites. The procurement is planned for the financial year 2026-27 and aims to enhance communication infrastructure and security monitoring at key locations including the CAA Headquarters, Kala-Chapra, CAA Mess, and other Karachi sites.
Items being procured:
- Deployment of IP PABX System with structured cabling at CAA Headquarters, Karachi
- Installation of IP CCTV Cameras at Kala-Chapra CAA Karachi
- Installation of IP CCTV Cameras at CAA Mess Karachi
- Installation of IP CCTV Cameras at CAA Headquarters Karachi
- Centralized Attendance Management System (CAMS) for Karachi sites
The technical scope includes supply and installation of IP PBX supporting 3000 IP users, multiple analog ports, managed PoE switches, optical fiber cables, and structured cabling. The CCTV system includes 4MP bullet and dome IP PoE cameras, NVRs with AI video analytics, and related network equipment. The attendance system features multi-biometric terminals with face and fingerprint recognition integrated with HRMS software.
Bidders must be registered with PEC in categories EE02, EE07, or EE08, have active taxpayer status, and demonstrate at least three years of experience in telecommunication projects with a minimum turnover of PKR 5 million per annum. Bid security of PKR 1,000,000 is required. The procurement will follow the Least Cost Based Selection (LCBS) method.
Bids must be submitted electronically via EPADS v2.0 by Monday, October 19, 2026 at 11:00 AM. Original bid security must be physically submitted to the Director Development South, NTC Regional HQs, Near Wireless Gate, Main Shahrah-e-Faisal, Karachi before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM via EPADS v2.0.
Interested bidders should ensure compliance with all eligibility criteria and submit complete documentation including company profile, valid PEC certificate, FBR registration, and proof of experience. One practical tip for bidders is to register early on EPADS v2.0 and carefully review the detailed technical specifications and bill of quantities to prepare a responsive bid. This will help avoid disqualification due to incomplete submissions or non-compliance with bid security requirements.
This procurement offers a significant opportunity for qualified firms to contribute to the modernization of telecom and security infrastructure in Karachi under the auspices of the National Telecom Corporation.
