Design and Fixation of Hoarding Board Outdoor Flex at Land Acquired by NUML in Capital Smart City

The National University of Modern Languages (NUML), Main Campus, Islamabad (Technical Branch) invites sealed bids for the design and fixation of a hoarding board outdoor flex at land acquired by NUML in Capital Smart City. This procurement is specific to Islamabad and is planned for the financial year 2026-27. The project involves the complete design, procurement, and execution of a hoarding board outdoor flex measuring 60 ft by 20 ft, including all installation and fixation materials as per the sample approved by Capital Smart City and NUML Main Campus. Items being procured: - Design and complete procurement and execution of hoarding board outdoor flex (Size: 60 ft x 20 ft) complete with all installation/fixation material as per approved sample The technical scope includes presenting the design in USB/presentation form to the Tender Committee during the technical bid. It is mandatory for all interested contractors to visit the NUML Technical Branch and the Capital Smart City site where the hoarding board will be fixed before quoting rates. Contractors must register their attendance at the Technical Branch Clerk Office; failure to do so will result in disqualification of their financial bids. Eligibility criteria require contractors to have a valid PEC license category C-5 or above (renewed up to June 30, 2026), active FBR tax registration, relevant government or semi-government work experience, and submission of various documents including CNIC, affidavit of no blacklisting, list of equipment and engineers, and bank statements for the last five years. Bids must be submitted electronically through EPADS v2.0 by August 25, 2026, 11:00 AM, with bid opening on the same day at 11:30 AM. The contract completion period is 30 days from the date of issue of the work order. Bid security in the form of Call at Deposit is required, and a performance guarantee of 10% of the contract price will be required from the successful bidder. The bidding process follows the Least Cost Based Selection (LCBS) technique. Bidders are advised to carefully review all terms and conditions and ensure compliance with submission requirements.
