Tender Description
Saindak Metals Limited (SML) in Quetta is inviting technical and financial proposals from consultancy firms for the detailed design and resident supervision of civil works related to its development projects. This procurement is managed by the Procurement Department of SML located at the Head Office Building, Gul Bagh, Samangli Road, Quetta.
Items being procured:
- Detailed design of civil works
- Resident supervision of civil works for development projects
The scope involves providing expert consultancy services for civil engineering design and on-site supervision to ensure quality and compliance with project specifications. The consultancy firms must be registered with the Pakistan Engineering Council (PEC), have valid FBR and BRA or relevant revenue authority registration, and appear on the FBR's Active Taxpayers List. The selection will follow the Quality and Cost Based Selection (QCBS) method as per PPRA's Consultancy Services Regulations, 2010, using a single stage two-envelope procedure.
Proposals must be submitted electronically via EPADS by August 4, 2026, at 14:00 hours. The technical and financial bids will be opened publicly on the same day at 14:30 hours in the presence of bidders' representatives at SML's Head Office. Interested bidders should carefully follow the instructions in the bidding documents available on EPADS, PPRA's e-Procurement Management System (EPMS), and SML's official website.
Eligibility requires valid PEC registration, FBR/ATL compliance, and relevant experience in civil works consultancy. Earnest Money or CDR requirements will be detailed in the bidding documents.
