Tender Description
The National Vocational and Technical Training Commission (NAVTTC) Islamabad is procuring a comprehensive Digital Knowledge and Information Platform specifically designed for the national TVET sector of Pakistan. This platform aims to serve as a centralized digital gateway connecting training institutes, industry stakeholders, development partners, trainees, and the public, showcasing the entire TVET ecosystem across Pakistan.
The technical scope includes the design, development, deployment, integration, and maintenance of a modern, secure, scalable, and mobile-first responsive web portal. Key features include stakeholder engagement platforms, institutional information, national TVET ecosystem overview, skills development initiatives, trade catalogues, competency frameworks, and international cooperation sections. The platform will also incorporate a robust Content Management System (CMS) with role-based access, SEO optimization, analytics, search visibility monitoring, and real-time user engagement tracking. Content migration and bilingual content development (English and Urdu) are also part of the scope.
Eligible bidders must demonstrate strong technical competence with relevant experience in developing websites, LMS, or MIS for academic or training sectors, verified through live demonstrations. They must have a project manager with a strong background in TVET and software development, and at least five years of experience in digital content development including video and graphics. Financial strength is also evaluated, requiring audited financial statements and an average annual turnover preferably above PKR 40 million. Registration with FBR and other relevant authorities is mandatory.
The bid submission deadline is **Tuesday, April 28, 2026 at 11:00 AM** via the EPADS v2.0 online system. Manual submissions are not accepted. The bid opening will occur the same day at 11:30 AM. Bidders must submit a bid security in the form of a pay order to NAVTTC HQ, Kirthar Road, Sector H-9/4, Islamabad before the deadline. The procurement will follow a Quality and Cost Based Selection (QCBS) method.
A practical tip for bidders: Ensure your technical proposal includes detailed live demonstrations of previous projects and a clear presentation of your development approach integrated with analytical capabilities.
