Development of Industrial Estate at Qite Phase-III Eastern Bypass Quetta

The Directorate of Industries & Commerce Quetta invites eligible bidders for the development of an Industrial Estate at Qite Phase-III Eastern Bypass Quetta for the year 2026. This procurement is based on composite schedule rates 2023 on percentage rates. Items being procured: - Development of Industrial Estate at Qite Phase-III Eastern Bypass Quetta with an estimated cost of PKR 379,126,224. The project includes construction works involving bridge structures, road and pavements drainage, retaining structures, installation of solar power LED street lighting system, RCC drains, streetlights, box culverts, bores, and boundary walls. The scope covers civil works, road infrastructure, and solar power equipment installation. Eligibility criteria require bidders to be registered with the Pakistan Engineering Council (PEC) in category C-3 or above, with specialized codes CE02(i) for bridge structures, CE01-(i) for road and pavements drainage and retaining structures, and EE11(vv) for solar power LED street lighting systems. Bidders must be active on the FBR Active Taxpayer List and not blacklisted by any procuring agency. They must have completed at least three assignments of similar nature with a turnover of at least PKR 265,388,356 in the last three years, demonstrating financial capacity. Bid security of 3% of the bid amount must be submitted in the form of CDR or bank guarantee from a scheduled bank. The original CDR or bank guarantee must be submitted within one hour of bid opening, or the bid will be rejected. The procurement procedure is Single Stage Two Envelope Bidding.
