Tender Description
The Pakistan Sports Board (PSB), Islamabad, is procuring development services for the Naseer Bunda Hockey Stadium located within the Pakistan Sports Complex. This project aims to enhance the stadium's infrastructure by increasing spectator seating capacity and establishing commercial shops under a Public-Private Partnership (PPP) model. The scope includes design, construction, installation, operation, and maintenance of modern modular seating facilities with a minimum additional capacity of 1,000 spectators. The seating will be durable, weather resistant, and compliant with safety standards, with provisions for future expansion.
Additionally, the project involves commercial development of snack bars, fast-food outlets, refreshment kiosks, tuck shops, beverage stations, sports merchandise outlets, and advertising spaces. Ancillary works include electrical installations, lighting, signage, wayfinding systems, landscaping, and public convenience improvements. The concessionaire will bear all capital investment, operation, maintenance, and commercial risks for a concession period of 20 years.
Eligible bidders must be registered with relevant authorities, possess valid FBR/ATL status, and demonstrate experience in similar projects. PEC registration for engineers and submission of technical and financial proposals are mandatory. The bid security amount is PKR 156,400. Bids must be submitted to the Director Procurement, Pakistan Sports Board, Pakistan Sports Complex, Srinagar Highway, Near Abpara, Islamabad by 20 June 2026 at 11:30 am.
