The Capital Development Authority (CDA) through the Metropolitan Corporation Islamabad (MCI) invites experienced event planners, market operators, community-event organizers, and social enterprises to submit proposals for the development and operation of weekly community markets at designated public spaces in Islamabad. The proposed locations include F-6 Hill Park, F-7 Gol Market Open Area, F-9 Park (Gandhara Area), and D-12 Markaz Park. MCI reserves the right to add, remove, or modify locations. Market days and timings are scheduled seasonally: during summer (March to October), markets will operate Friday, Saturday, and Sunday from 3:00 PM to 7:00 PM; in winter (November to February), timings are Friday, Saturday, and Sunday from 11:00 AM to 5:00 PM. The timing may be changed by MCI or District Administration. Market size requires a minimum of 25 stalls and a maximum of 40 stalls per market, subject to site conditions and MCI approval. Market components include arts & crafts, handmade products, food & beverage, wellness, children's activities, student businesses, women-led enterprises, family-run businesses, and community activities. Revenue sharing allows the operator to retain up to 30% of stall fee revenue as management fee, with a minimum of 70% revenue deposited with MCI. Operator responsibilities cover market planning, stall management, programming, cleanliness, waste management, public facilitation, marketing, security coordination, and site restoration after events. Only temporary and removable structures are permitted. Interested operators must submit a company profile, experience, market concept, layout plan, vendor strategy, marketing plan, cleanliness plan, security plan, and financial model in hard copy to the Director DMA, MCI by the notified closing date. Evaluation criteria for operators include relevant experience, market concept & innovation, operational capability, marketing & community engagement, and financial proposal. Stall allocation and selection criteria are also detailed, with preference given to student entrepreneurs, women-led enterprises, family-run businesses, startups, local artisans, and persons with disabilities.
