Tender Description
The National Computer Emergency Response Team (nCERT) under the Cyber Security for Digital Pakistan project is procuring a comprehensive range of digital forensics and screening lab items and related services for its headquarters located at Block-L Pakistan Secretariat, Islamabad. This procurement is part of a PSDP initiative sponsored by the Ministry of Information and Technology and executed by the National Telecommunication & Information Technology Security Board (NTISB). The scope includes hardware such as portable internet devices, professional LED display panels, and protective shoulder bags, alongside critical services like lab accreditation, capability enhancement, and two years of integration and maintenance support for IT equipment and tools.
The technical scope covers a detailed gap assessment against international standards, development of maturity roadmaps, operationalization of SOPs, and workforce competency enhancement through certifications. The hardware items must be OEM branded, new, and supported locally with at least one year of warranty. Services include installation, configuration, preventive and corrective maintenance, troubleshooting, and coordination with OEMs for warranty claims. The procurement demands compliance with FBR Active Taxpayer List (ATL) registration, valid NTN and GST, and a minimum of three years of relevant IT business experience. Bidders must submit electronic bids via the e-PADS portal by the closing date of 07 May 2026 at 11:00 AM, with original bid security instruments delivered physically before the deadline.
The evaluation will be based on technical and financial criteria, with a minimum technical score of 70% required to qualify for financial evaluation. The contract will be awarded on an item-wise basis under the Single Stage-Single Envelope procedure. A practical tip for bidders is to ensure timely submission of the original bid security instrument physically, as failure to do so will result in bid rejection regardless of electronic submission.
