Tender Description

National Bank of Pakistan (NBP) invites qualified firms in Karachi to pre-qualify for the acquisition of a Digital Supply Chain Financing Platform. This procurement focuses on a comprehensive IT software solution designed to facilitate upstream and downstream supply chain financing, including invoice tracking, credit assessment, KYC/AML compliance, and risk management. The platform will enable seamless collaboration among suppliers, buyers, distributors, and anchor entities, providing real-time invoice financing and discounting capabilities. Hosted independently by the vendor, the system will not integrate with NBP's internal infrastructure but will be accessed via secure URLs on dedicated hardware. The solution must comply with SBP's cloud outsourcing framework and support robust API integration, security, and scalability to meet evolving business needs. Applicants must be registered with SECP, FBR, and SRB, demonstrate relevant experience with active contracts in supply chain financing platforms, and comply with stringent technical and regulatory requirements. The procurement follows a pre-qualification method under Public Procurement Rules 2004, with a single-stage, single-envelope bidding procedure for subsequent technical proposals. Submission deadline is on 12th February 2026 at 03:00 PM, with electronic bids to be submitted via EPADS. Proposals must be complete, signed, and stamped, with no manual submissions accepted. The evaluation will consider PEC categories, FBR/ATL status, and compliance with 2025-26 requirements. The opening of proposals will occur on the same day at 03:30 PM at NBP's Head Office in Karachi. Pro-Tip: Ensure your proposal includes all required annexures and declarations, especially the Data Privacy Agreement and compliance with SBP's CSP framework. Missing or incomplete documentation is a common cause of disqualification. Also, verify the income-sharing model terms carefully, as any deviation from the 80:20 revenue split will lead to rejection.
