Tender Description
Pakistan State Oil Company Limited (PSO) Karachi is inviting qualified contractors for comprehensive services involving dismantling, shifting, reinstallation, testing, and commissioning of a complete filling line at LMPA Keamari. This tender is specifically for the mechanical and electrical works required to relocate the filling line equipment safely and efficiently.

The scope covers mechanical dismantling including pre-inspection, marking machine positions, disconnecting mechanical and utility connections, and careful removal of machine modules and accessories. Electrical works include disconnecting power supply, control wiring, motor and sensor cables, and proper tagging and documentation of all wiring. Pneumatic works involve disconnecting air supply lines, FRL units, valves, cylinders, hoses, and manifolds with sealing of open ports.
Contractors must pack and protect sensitive components such as motors, electrical panels, sensors, and HMI panels against moisture, dust, corrosion, and transportation damage. Safe shifting using cranes and forklifts to the designated location is required, maintaining equipment orientation.
Reinstallation involves positioning, leveling, aligning machines, installing foundations and anchor bolts, reinstalling conveyors, guide rails, piping, guards, and accessories. Electrical reconnection includes main power, control wiring, motors, VFDs, PLC, HMI, sensors, solenoids, earthing, junction boxes, and cable trays with replacement of damaged lugs and glands. Pneumatic reconnection includes air supply, tubing, cylinders, valves, FRL units, and manifolds with leak checks and replacements.
Alignment tasks cover conveyors, filling, capping, labeling machines, chains, guide rails, sensors, photoelectric sensors, and encoders. Utility reconnections include electrical supply, earthing, compressed air, product lines, and testing.
Testing includes mechanical rotation, conveyor running, noise, vibration, lubrication, fastener tightening, and alignment verification. Electrical tests cover insulation resistance, continuity, earthing resistance, phase sequence, voltage, current, motor direction, PLC I/O, HMI functionality, emergency stop, and safety interlocks. Pneumatic tests include air leakage, pressure, cylinder, and solenoid operation.
Functional tests verify label feeding and application, conveyor synchronization, filling system, bottle sensing, cap feeding and tightening, alarm system, and safety interlocks. Commissioning involves dry and wet runs, empty and loaded bottle trials, continuous production, speed adjustment, synchronization, parameter optimization, and production simulation ensuring smooth operation.
Eligibility requires contractors to have relevant experience in mechanical and electrical installation and commissioning, PEC registration in appropriate categories, and valid FBR/ATL registration. A site visit to LMPA Keamari is mandatory before bid submission to fully understand the scope and conditions.
