Disposal of Healthy Power Transformers on As Is Where Is Basis

Peshawar Electric Supply Company (PESCO) invites bids for the disposal of healthy power transformers on an 'as is where is' basis from interested firms and companies. This procurement is specifically for the disposal of multiple power transformers located at various 132 KV and 66 KV Grid Stations in Khyber Pakhtunkhwa, including Karak, Gurguri, Band Kuri, Prova, and Darban. The transformers are healthy but without oil and are offered for sale as scrap items through the EPADS v2.0 electronic bidding system. The technical scope includes disposal of power transformers of various capacities ranging from 5 MVA to 7.5 MVA, manufactured by reputed international companies such as Genevo Italy, Elopram Energo, LEGNANO Italy, and AEG Germany. Bidders are encouraged to visit the stores during office hours to inspect the condition and quantity of the items before submitting their bids. The sale will be conducted under a single stage one envelope procedure in accordance with PPRA Rules 2004 and Disposal of Public Assets Regulations 2024. Eligibility criteria require bidders to be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and must appear on the Active Taxpayer List (ATL). Bidders must submit a fixed bid security in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from scheduled banks. Affidavits confirming non-blacklisting and compliance with public health, safety, and environmental protection regulations are mandatory. The deadline for bid submission and opening is 11th June 2026 at 10:00 and 10:30 hours respectively. Bids must be submitted electronically through EPADS v2.0; manual bids will not be accepted. The successful bidder must accept the Letter of Acceptance and deposit the full payment within twenty-one working days. The lifting of scrap material must be completed within 21 working days under supervision, failing which penalties apply. A practical tip for bidders is to ensure timely submission of bid security in original form to avoid disqualification. Also, visiting the site beforehand will provide valuable insight into the condition and logistics of lifting the transformers, which is the responsibility of the contractor at their own cost.
