Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at the LESCO Regional Store Shalamar in Lahore. The Lahore Electric Supply Company (LESCO) requires qualified firms to submit electronic bids via the E-PADS platform for the sale of scrap materials including single phase and three-phase meters, both PC and non-PC broken units, totaling 50,000 kilograms. The disposal is strictly on an 'As is Where is' basis, and interested bidders are encouraged to inspect the materials during office hours to assess the condition and quantity before submitting their bids.
The scope involves lifting and removal of scrap materials from the LESCO premises within 21 working days of the issuance of the Work Order. The contractor must arrange all transportation and labor at their own cost, adhering to safety protocols and providing necessary personal protective equipment (PPE) to workers. No subcontracting is allowed, and the contractor is responsible for all applicable taxes and levies. The bidding process follows the Single Stage One Envelope procedure under PPRA Rules 2004, with bid security required in the form of a Call Deposit Receipt or Bank Guarantee.
Bidders must be registered with the FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. PEC category is not applicable for this disposal tender, but firms should ensure their FBR ATL status is active for the fiscal year 2025-26. Compliance with all government tax regulations and submission of bid security on non-judicial stamp paper is mandatory.
The submission deadline is on the 2nd of April, 2026, with bid opening scheduled for 10:30 AM the same day. Bids must be submitted electronically via E-PADS, while original bid security documents must be physically delivered to the office of the Chief Engineer (Material Management) at LESCO Headquarters, 22-A Queens Road, Lahore before the bid opening time.
