Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at its Regional Store Shalamar in Lahore. This procurement is specifically for the removal and sale of various scrap materials including meter scrap, broken non-PC items, and other unserviceable goods. The disposal is conducted on an 'As is Where is' basis, allowing bidders to inspect the items during office hours before submitting their bids.
The technical scope involves lifting and removal of scrap materials from LESCO stores, with quantities specified per lot. Bidders must arrange their own transportation, labor, and comply with safety protocols including provision of PPE for workers. The lifting period is 21 working days from the issuance of the Work Order, with penalties applicable for delays. Sub-contracting is not permitted, and bidders must submit a fixed bid security as per the tender documents.
Eligibility criteria require bidders to be registered with FBR, possess an active tax certificate, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bid security must be submitted in acceptable forms such as Deposit at Call or Bank Guarantee from scheduled banks. The bidding procedure follows the Single Stage One Envelope method under PPRA Rules 2004.
The submission deadline is strictly enforced, and bids received late will be rejected. Bidders should submit their original bid security to the office of the Chief Engineer (Material Management) at LESCO Headquarters, 22-A Queens Road Lahore. The Letter of Acceptance will be issued to the highest evaluated bidder who must deposit the payment within 21 working days.
