Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Stores in Shalamar, Walon Sohail, and the Chief (IT) Directorate in Lahore. The scope includes the sale of broken single phase and three-phase meters on an 'As is Where is' basis. Bidders are encouraged to inspect the scrap materials during office hours to assess the condition and quantity before submitting their bids. The disposal process follows the Single Stage One Envelope bidding procedure under PPRA Rules 2004, conducted through the E-PADS online platform.
The materials consist mainly of damaged electrical meters, requiring bidders to arrange their own transportation and labor for lifting the scrap within 21 working days of the work order issuance. The contractor must comply with safety protocols and provide personal protective equipment to workers. The tender emphasizes strict adherence to lifting schedules, confidentiality, and prohibits subcontracting. Penalties apply for delayed lifting, and all applicable taxes must be borne by the successful bidder.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bid security is mandatory and must be submitted in the form of a Call Deposit Receipt or Bank Guarantee from approved banks. The bid validity period is 120 days from the opening date.
Submission deadline is on the 31st of March 2026, with bid opening scheduled at 11:30 AM at LESCO Headquarters, 22-A Queens Road, Lahore. Bidders must submit original bid security before the bid opening time. The office of the Chief Engineer (Material Management) at LESCO HQ is the physical address for submission and correspondence.
Pro-Tip: Ensure to visit the stores personally to verify the scrap condition and quantity, as bids are evaluated on a lot basis and partial quotes are not accepted. Also, carefully prepare the bid security on non-judicial stamp paper of Rs. 500 as required, since any deviation may lead to disqualification.
