Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Store Shalamar and Warehouse Chichokimallian in Lahore. The Lahore Electric Supply Company (LESCO) requires firms to submit E-Bids through the E-PADS platform for two lots of scrap material including ACSR Lynex off-size scrap and burnt ACSR rail conductors. The disposal is on an 'As is Where is' basis, and interested bidders are encouraged to inspect the materials during office hours to assess the condition and quantity before submitting their bids.
The scope involves lifting and removal of scrap materials from LESCO stores within 21 working days of the Work Order issuance. Bidders must arrange their own transportation, labor, and comply with safety protocols including providing PPE to workers. The contract forbids sub-contracting and requires strict confidentiality and compliance with public health, safety, and environmental regulations. Penalties apply for delayed lifting, and all applicable taxes must be borne by the contractor. The bidding process follows the Single Stage One Envelope procedure under PPRA Rules 2004, with bid security required for each lot.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with safety and environmental standards. PEC category is not applicable as this is a disposal contract, but firms should ensure their FBR ATL status is active for the fiscal year 2025-26. Bid security must be submitted in the form of CDR, pay order, or bank guarantee from scheduled banks. The bid validity period is 120 days from the opening date.
The submission deadline is on the 2nd of April 2026, with bid opening scheduled shortly after at 11:30 AM. Bids must be submitted electronically via E-PADS, but original bid security must be physically delivered to the office of Chief Engineer (Material Management) at LESCO Headquarters, 22-A Queens Road, Lahore. Late bids will not be entertained.
