Tender Description
This tender invites reputed and experienced documentary filmmakers and production houses to provide specialized services for confidential defence-related projects at the Pakistan Navy Dockyard in Karachi. The NCW Department requires firms registered with GST, SST, Income Tax, and relevant Navy authorities to submit sealed bids for this unique opportunity in media production within a secure military environment.
The scope involves producing classified documentary content using advanced filming equipment and professional expertise. The work demands strict confidentiality and adherence to security protocols, with detailed project requirements shared only with shortlisted bidders under a Non-Disclosure Agreement (NDA). Karachi's strategic location and the sensitive nature of the defence work add complexity, requiring firms to demonstrate technical capability and experience in handling secure projects.
Bidders must ensure compliance with all regulatory requirements, including valid GST and NTN registrations, and be registered with Navy authorities such as NHQ, DP Navy, DGPR Navy, and HQ COMLOG. The tender advises firms to maintain a valid PEC category if applicable and ensure their tax status is clear on the Active Taxpayers List (ATL) for the financial year 2025-26. This will facilitate smooth processing and eligibility.
The submission deadline is set for 22 January 2026 at 10:00 AM, with bid opening at 12:00 PM the same day at the NCW Department, Pakistan Navy Dockyard, West Wharf Road, Karachi. Bidders must submit sealed envelopes clearly marked with company name, quotation number, and date. A tender fee of Rs. 2,000 is required along with copies of GST and NTN certificates. The winning bidder will be required to deposit a 2% security amount as a pay order upon contract signing.
Pro-Tip: Make sure to carefully review the tender advertisement for specific stamp duty and Earnest Money requirements, as these are often overlooked but critical for bid acceptance. Also, ensure all registration numbers are clearly indicated on the quotation envelope to avoid disqualification.
