Dry Docking and Associated Repairs / 4th Special Survey of M.T. Shalamar by Pakistan National Shipping Corporation

Pakistan National Shipping Corporation (PNSC) invites bids for the Dry Docking and Associated Repairs including the 4th Special Survey of M.T. Shalamar. This procurement is planned for the financial year 2026-27 and follows the Single Stage One Envelope procedure as per PNSC procurement policy section 4.17. Bids are invited from well-established shipyards and dockyards capable of accommodating Aframax Tankers and equipped with facilities for electrical repairs, hydro blasting, sand blasting, power tooling, and OEM services for main and auxiliary engines, boilers, and turbochargers. Items being procured include extensive dry docking services such as docking and general services, hull cleaning and painting, hull repairs, cargo and ballast tank maintenance, cargo systems and piping, accommodation and navigational aids servicing, boiler overhauls, main engine inspections and repairs, engine room auxiliaries, piping and valves, deck machinery servicing, electrical machinery maintenance, automation and control systems calibration, and miscellaneous related services. Specific tasks cover a wide range of activities including grit blasting, painting, steel renewal, valve overhauling, pump inspections, crane load testing, electrical panel servicing, and calibration of gauges and sensors. The technical scope requires bidders to submit detailed pricing in the provided Excel sheet, covering all line items with unit rates in USD. Partial quotations for any job code are not accepted. Bidders must provide schedules for docking and repairs, including days required on blocks and alongside repair berth. The contract will be awarded to the most advantageous bidder considering net cost, opportunity cost for passage days, and fuel costs. Liquidated damages apply for delays beyond the agreed schedule. Eligibility criteria include PEC category compliance, FBR/ATL registration, and experience in similar dry docking projects. Bidders must be free of conflicts of interest and not blacklisted.
