Tender Description
Heavy Industries Limited, through SCM MHIL, invites sealed tenders from reputed firms holding NTN certificates for procurement of tyres for electric urban transit buses on DDP basis. The procurement will be conducted under PPRA and Ministry of Defence Production rules using the Single Stage Two Envelope procedure. Delivery is required at NEVF, HIT, Taxila, within 30 days after signing of the contract.
Mandatory item list: Sr. a, Tyres 265/70 R19.5, unit Nos, quantity 666; Sr. b, Tyres 275/70 R22.5, unit Nos, quantity 960; Sr. c, Tyres 295/80 R22.5, unit Nos, quantity 1,734. The stated common requirements include load rating of 3550 kg, speed rating J and Ply 18. The tyres must be new, tubeless, all-steel radial products specifically designed for urban transit or city bus service, including electric buses operating under frequent stop-start conditions and regenerative braking. Highway, coach, regional or mixed-service tyres will not be accepted.
Technical compliance requires UNECE Regulation No. 54 or an equivalent internationally recognised standard, reinforced sidewalls, suitable tread compounds, low rolling resistance and load and speed ratings no lower than the bus OEM requirement. Bidders must submit manufacturer technical data sheets and catalogues, demonstrate tyre age of no more than 12 months at supply, and provide a minimum five-year manufacturer warranty against manufacturing defects.
Eligible bidders must provide HIT registration, Sales Tax registration, NTN certificate, MD CNIC, audited accounts for the last three financial years, an attested bank statement for the last year, OEM trade linkage where applicable, non-default and non-blacklisting certificate, KYC documents, NCC, technical quotation without prices and financial quotation including applicable GST. Bid security, offer validity and performance bank guarantee shall follow the bidding documents. Documents may be collected from SCM MHIL, HIT Taxila, or accessed electronically as applicable. Sealed physical hard envelopes must be submitted by **21 August 2026 at 1030 hours**; opening is at **1100 hours** in the Com Dte tender room. Practical tip: cross-check every tyre size, certification and manufacturing date against Annexure A before sealing both envelopes.
