Tender Description
The Pakistan Telecommunication Authority (PTA) based in Islamabad Capital Territory is procuring consultancy services specifically for editing and proofreading its Annual Report 2026. This procurement is planned for the financial year 2026-27 and aims to ensure the final report meets international standards of quality and presentation.
Items being procured:
- Editing and proofreading of PTA Annual Report 2026 (complete report)
The scope of work includes engaging the Economic Affairs directorate in the drafting process, reviewing draft contents, chapters, and sections as directed by the Authority, suggesting content design and placement, recommending format and strategic approaches, introducing new data analysis tools and techniques for better presentation, collaborating with the Economic Affairs team and hired designer for a professional final report outlook, and performing a minimum of three rounds of proofreading to ensure zero grammatical and spelling errors. Final editing will be done only after the Authority's approval. Additional related tasks as desired by the Authority are also included.
Eligibility criteria require bidders to have a minimum of 3 years relevant experience, with at least 5 reports of over 70 pages completed for reputed organizations such as regulatory authorities, international organizations, government departments, or banks. Bidders must be registered with FBR, have active tax payer status, and not be blacklisted. Submission must include work orders, completion reports, legal documents, and CVs of proposed personnel.
The tender is open for submission through the e-Pak Acquisition and Disposal System (EPADS) v2.0 only, with a closing deadline of Tuesday, July 28, 2026 at 10:00 AM. Manual submissions are not accepted. The technical bid will be evaluated on quality and cost basis, with a minimum technical score required for financial bid opening. The bid security is required in the form of a bid securing declaration.
A practical tip for bidders: Ensure timely registration and familiarization with the EPADS v2.0 platform well before the closing date to avoid last-minute submission issues. Also, carefully prepare the technical proposal to meet the minimum key experts' time input and provide all required documentation to avoid disqualification.
This tender offers a valuable opportunity for qualified consultancy firms to contribute to a high-profile national report, enhancing their portfolio with a government regulatory authority assignment.
