Pre-Qualification of Electric Rickshaws and Loaders (EV-3 Wheelers) for PAVE Phase-II and Subsequent Phases

The Engineering Development Board (EDB), under the Ministry of Industries & Production, Government of Pakistan, is inviting Expressions of Interest (EOI) for the pre-qualification of all locally registered Electric Vehicle (EV) 3-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers. This procurement is part of the Pakistan Accelerated Vehicle Electrification (PAVE) Program, specifically Phase-II and subsequent phases, aimed at promoting electric rickshaws and loaders across Pakistan including Azad Jammu & Kashmir and Gilgit-Baltistan. The scope covers the distribution of electric 3-wheelers nationwide, supporting the government's target to achieve 30% EV penetration by 2030. The initiative focuses on accelerating adoption of electric vehicles, promoting local manufacturing, enhancing value addition, strengthening indigenous supply chains, ensuring product quality and safety, and supporting sustainable industrial growth aligned with the NEV Policy 2025-30. Eligible bidders must be locally registered EV 3-Wheeler OEMs or Assemblers with a valid EDB Manufacturing Certificate and PSQCA License. Compliance with EDB pre-qualification criteria is mandatory. The procurement process requires submission through the PPRA E-PADS 2.0 platform. A non-refundable submission fee of PKR 5,000 must be paid via Pay Order, Bank Draft, or Demand Draft in favor of the Drawing & Disbursement Officer (DDO), EDB. The submission deadline is set for June 8, 2026, at 2:00 PM, with bid opening at 2:30 PM in the presence of bidders.
