Tender Description
Bahria University H-11 Campus Islamabad invites sealed technical and financial quotations from experienced elevator engineering firms for the electrical modernization and controller migration of one existing Orona passenger elevator. This procurement is specific to the modernization of the elevator system at the university's Islamabad campus.
Items being procured:
- Monarch NICE3000+ complete integrated controller, programming and main parameter backup (1 set)
- VVVF door drive compatible programmable drive (1 set)
- Door controller/interface replacement where required (1 set)
- Encoder/interface replacement if compatible; provisional quote (1 set)
- COP/LOP and car/landing fixtures and displays (complete)
- Automatic rescue device with nearest-floor rescue and automatic door opening (1 set)
- Shaft/travel wiring and landing displays (complete)
- Emergency intercom three-in-one or approved equivalent (1 set)
- Existing Orona gearless machine compatibility verification
- Retention of existing coated suspension ropes subject to compatibility
- Installation, labour, tools, consumables, testing and commissioning (lump sum)
- Optional safety certification (quoted separately)
The scope includes detailed site survey, dismantling of obsolete electrical control equipment, supply and installation of new integrated control systems, integration and testing of existing gearless machine and encoder, replacement and integration of door drives and controllers, verification of safety devices, load testing, commissioning, operator training, and handover. The existing gearless machine and coated ropes will be retained if compatibility and condition are verified.
Bidders must have valid Pakistan business registration, NTN, and sales tax registration, with a minimum of eight years continuous elevator engineering experience. They should demonstrate a portfolio of at least five completed modernization projects involving gearless controller integration in the last five years, with expertise in Monarch NICE3000+ controllers and regional operational support. Technical manpower must include at least ten elevator technicians, with a four-hour site response time in Islamabad. Warranty of minimum 18 months and six months preventive maintenance is required.
The bid submission requires separate sealed technical and financial quotations inside one outer envelope, with prices excluded from the technical bid. The university will evaluate bids based on technical compliance and financial score, awarding the contract to the highest combined scorer. Completion is expected within 10-15 working days after award.
The mandatory site visit is scheduled for 17-09-2026. Bids must be submitted by 30-09-2026. The university recommends bidders carefully review the technical requirements and ensure all mandatory criteria are met to avoid disqualification. Early preparation of bid documents and site visit attendance will enhance understanding of project scope and improve bid responsiveness.
