Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring Electro-Medical Equipment specifically for its Urology Department under the PSDP project for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad Capital Territory and involves a comprehensive range of advanced medical devices including resectoscopes, cystoscopes, urethrotomes, uretero-renoscopes, holmium lasers, flexible ureteroscopes, endoscopic instruments, and an extracorporeal shock wave lithotripter among others.
The technical scope covers complete sets of electro-medical equipment with detailed specifications such as autoclavable stainless steel components, fiber optic illumination, and compatibility with high-end imaging systems. The equipment must comply with international certifications like FDA, CE, or MHLW from USA, Europe, or Japan. Warranty periods range from two to five years with full spare parts coverage and prompt service response within two hours. Installation, testing, commissioning, and end-user training are integral parts of the contract.
Eligibility criteria require bidders to be registered with FBR and DRAP, possess valid manufacturer authorization, demonstrate past performance with public sector hospitals, and have adequate technical and engineering capacity including factory-trained engineers and workshop facilities. Financial capability mandates a minimum annual turnover of PKR 20 million supported by audited financial statements. Bidders must also submit a judicial stamp paper undertaking confirming non-blacklisting, availability of parts, and compliance with tender terms.
Key dates include bid submission and opening on May 5, 2026, via the EPADS v2.0 system. Manual submissions are not accepted. The submission of original bid security in physical form to FGPC Islamabad is mandatory before the deadline. The procurement will follow Least Cost Based Selection (LCBS) criteria.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to prepare all technical brochures and authorization certificates meticulously. Early submission of bid security in the prescribed form is crucial to avoid disqualification. Familiarity with the detailed technical specifications and compliance with all documentation requirements will enhance the chances of success in this competitive tender.
