Tender Description
This tender notice invites sealed bids for the emergency procurement of consumable items required for the Central Blood Transfusion Services in Muzaffarabad under the AJK Central Blood Transfusion Service. The procurement is intended to support the blood transfusion services during the financial year 2026-27. The procuring department is the AJK Central Blood Transfusion Service located at Abbas Institute of Medical Sciences (AIMS), Muzaffarabad, Azad Kashmir.

The procurement will follow the Single Stage Two Envelope bidding procedure as per the AJK Public Procurement Rules 2017. Bidders must submit a single sealed envelope containing both the Technical and Financial proposals. The technical proposals will be evaluated first, and any non-conforming bids will be rejected. Eligible bidders include all manufacturers, authorized importers, and authorized distributors.
A bid security (CDR) of Rs. 200,000 in the name of Deputy Director, AJK Central BTS/Regional Blood Center Muzaffarabad must accompany the financial bid. Cheques will not be accepted. Bids must remain valid until the approved list CPC 2026-27, and for items not quoted in CPC 2026-27, the approved rates are valid up to 30 June 2027.
Bidding documents including detailed specifications, quantities, terms, and conditions can be obtained up to 21 September 2026 before 2:00 PM during office hours upon submission of a written application and payment of Rs. 1000 as a non-refundable fee in cash or bank draft.
All applicable taxes and duties levied by the Government of AJK will be charged according to admissible rules. Bids should be submitted in tape binding, duly sealed, with proper page marking and signatures on each page. An affidavit on legal stamp paper of Rs. 100/- declaring that the firm has not been blacklisted by any government or public sector organization must be submitted. False statements will lead to disqualification and blacklisting.
The tender notice and bid evaluation report will be available on the AJK PPRA website (www.ajkppra.gov.pk) after approval.
