Emergent Levelling, Grading and Compaction of GP-28L ILS CAT-III Critical Area at IIAP Islamabad

The Islamabad International Airport - Pakistan Airports Authority (PAA) invites sealed bids from eligible bidders for the emergent levelling, grading and compaction of GP-28L ILS CAT-III Critical Area at IIAP Islamabad. This procurement is for civil works to be executed at Islamabad International Airport, Islamabad Capital Territory. Items being procured: - Levelling and dressing the ground by cutting and filling earth up to 6 inches (152 mm) in depth including consolidating and watering - Supplying and filling approved quality imported earth in depressions within a radius of 5 miles (8 km) including breaking clods, levelling, dressing, watering and consolidating in 6 inches (152 mm) layers - Rolling the surface dry with light power roller (up to 6 tons or 6.09 m. ton) - Excavation for foundation trenches and drains in all kinds of soil and backfilling the excavated material in foundation, plinth or under floor including breaking clods, watering, consolidation by ramming in layers not exceeding 9 inches (229 mm) in depth - Providing and laying 1:4:8 cement concrete using crushed graded machine broken boulder 1 inch (25 mm) and down gauge in foundation including levelling, compacting and curing - Providing and laying 4" (102 mm) thick not leaner than 1:2:4 cement concrete in roads, paths, crete-ways using crushed graded bajri in panels of approved size laid to required gradient and camber - Providing and laying hard grade ribbed deformed reinforcement bars (minimum yield point 60,000 psi) including straightening, cutting, bending, binding, wastage, and overlaps in all kinds of RCC work in foundation, basement, plinth and ground floor including septic tanks and underground tanks The scope includes emergent levelling, grading, compaction, and construction of RCC drains near retaining walls. The work site is at Islamabad International Airport. Bidders must have a valid PEC license with minimum C-6 category in relevant specialization (CE-01 and CE-10). Valid FBR/ATL registration and affidavit of no litigation/blacklisting are required. Bid security in the form of Pay Order, Banker's Cheque, or Call Deposit is mandatory. The contract will be awarded through Least Cost Based Selection (LCBS) under a National Single Stage-One Envelope procedure. Bids must be submitted online through EPADS v2.0 portal by Wednesday, September 23, 2026, 10:00 AM. Manual submissions will not be accepted. Bids will be opened on the same day at 10:30 AM. The estimated cost of the contract is **PKR 8,915,284**. The contract duration is 30 days from commencement. Technical scope includes site levelling, earth filling, compaction, excavation, concrete works, and reinforcement installation as per specifications. The contractor must comply with all safety, environmental, and quality standards as outlined in the HSE Manual of Pakistan Civil Aviation Authority. Earnest money and performance guarantees are required as per bidding documents.
