Tender Description
The Press Information Department (PID) of the Government of Pakistan Islamabad is inviting applications for the empanelment of advertising agencies to serve Federal Government Ministries, Divisions, attached departments, Autonomous and Semi-autonomous Corporations, Authorities, and statutory bodies. This empanelment is for a period of two years and aims to establish a panel of a minimum of three and a maximum of six advertising agencies at the disposal of each federal entity.
Items being procured:
- Empanelment of advertising agencies for print, electronic, digital, outdoor, cinematic, and foreign media advertising services.
The empanelment process involves a transparent competitive procedure where agencies must submit detailed profiles including scope of services, past client lists, testimonials, financial documents, and disclosures such as non-collusion certificates and affidavits affirming no blacklisting. Agencies must be registered with SECP for at least three years and have a minimum of three years of active professional experience within Pakistan. The process includes scrutiny and shortlisting by a committee, and agencies will be selected based on submitted profiles and criteria developed in consultation with PID.
The empanelled agencies will be responsible for creative submissions and execution of advertising campaigns as per client requirements. The PID ensures equitable distribution of business among empanelled agencies and reserves the right to suspend or delist agencies for non-compliance or fraudulent practices.
Interested agencies should note that no advance payment will be made irrespective of campaign budget. The empanelment process requires submission of an Integrity Bond and adherence to all codal formalities. The empanelment is subject to approval and concurrence by PID and the concerned federal entities.
