Engagement of International Certification Bodies for International Certification of PMYSDP Trainees in High Demand Trades

The National Vocational And Technical Training Commission (NAVTTC) Islamabad invites bids from eligible bidders for the engagement of international certification bodies to provide international certification for PMYSDP trainees in high demand trades. This procurement is aimed at ensuring that trainees receive certifications recognized internationally, enhancing their employability and skill validation. Items being procured: - General Electrician (Building/Industrial) - Plumber - Pipe Fitter - Steel Fixer - Mason - Shuttering Carpenter - Scaffolder - Duct Fabricator - Building Painter - Sheet Metal Fabrication - Electric Arc Welding (SMAW/Stick) - Heavy Machinery Operator (Bulldozer, Loader & Excavator) - Mobile Crane Operator - Industrial Control & Automation - Auto Electrician / Vehicle Electrical Systems - Any other trade notified by NAVTTC The scope includes certification services for a variety of trades related to construction, electrical, mechanical, and industrial skills. Bidders must demonstrate relevant certification capability and technical experience. The certification should be internationally recognized and supported by verifiable labor-market demand or acceptance. Eligibility criteria include compliance with PEC categories if applicable, valid FBR/ATL registration, and submission of a bid security of 1,000,000 Rs in the form of a Pay Order in favor of NAVTTC Fund. The procurement will follow the Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004. Bids must be submitted with technical and financial proposals marked and prepared separately.
