Engineering and Architectural Consultancy Services for China-Pakistan Joint Research Centre Design and Supervision

Quaid-i-Azam University Islamabad is procuring Engineering and Architectural Consultancy Services for the design and top supervision of the PSDP Project titled Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences. This project is based in Islamabad and managed by the Office of the Project Director, CPJRC. The consultancy scope includes master planning with detailed topographic survey of approximately 50 acres, geotechnical investigations, detailed architectural and engineering design of research labs and academic areas covering about 87,865 square feet, innovation and facilitation blocks, boundary wall design including retaining walls, gates, guard rooms, and electric rooms, as well as external development works including utilities such as electricity, gas, and water connections. The consultancy also covers ICT services, office equipment network infrastructure, data center establishment with 24/7 IT services, PBX voice network, and biometric system access setup. The consultant will provide top supervision during construction with site visits and may also provide detailed supervision during construction if opted by the university. Eligible firms must be registered on EPADS of PPRA with valid PEC and PCATP registrations. Joint ventures and subcontracting are not allowed. Firms should have relevant experience with similar projects, particularly in higher education institutions, and demonstrate technical capability through qualified permanent staff. The technical proposal must include all mandatory documents such as PEC and PCATP certificates, NTN, and an affidavit of no blacklisting. Financial proposals will be evaluated only for technically qualified firms scoring 70% or above. The submission deadline is strictly by 7th July 2024 at 23:59:59. Proposals must be submitted in book binding form with original and copy sets for both technical and financial bids. Submission is to the Project Director, CPJRC, Quaid-i-Azam University, Islamabad.
