Tender Description
Quaid-i-Azam University Islamabad is procuring Engineering and Architectural Consultancy Services for the design vetting and top supervision of the PSDP Project titled Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences. This project is located in Islamabad and involves comprehensive consultancy for master planning, geotechnical investigations, detailed architectural and engineering design, cost estimation, tender documentation, and construction supervision.
The technical scope includes design vetting of master planning with detailed topographic survey of 50 acres, geotechnical investigation of the site, architectural and structural design of research labs and academic blocks covering approximately 87,865 square feet, boundary wall design of about 3200 running feet including retaining walls, and external development works including utilities such as electricity, gas, and water connections. The consultancy also covers ICT services, data center establishment, PBX voice network, and biometric access system setup. The consultant will provide top supervision during construction with options for detailed supervision as well.
Eligible firms must be registered on EPADS of PPRA with valid PEC and PCATP registration. Joint ventures are not allowed. Firms should have relevant experience with similar projects, preferably with a PEC category C-I, and must submit technical and financial proposals as per the tender documents. The firm should have a permanent office presence in Islamabad or Rawalpindi and demonstrate financial soundness with an average annual turnover preferably above PKR 1,000 million. Submission of valid certificates, tax registration, and an affidavit of not being blacklisted is mandatory.
The submission deadline is strictly enforced with proposals to be submitted in book binding form, including one original and one copy each of technical and financial proposals. Proposals must be uploaded on EPADS of PPRA before the deadline. The evaluation will be based on a combined technical and financial score with a minimum technical score of 70% required to qualify for financial bid opening.
