Tender Description
This tender invites qualified engineering consulting firms to provide detailed design and resident supervision services for the PKNC Regional Outreach Research Center at SBK Women's University, Quetta. Issued by the Technical & Engineering Department of Sardar Bahadur Khan Women's University, this consultancy covers architectural, structural, electrical, public health, and external development works for a project valued at approximately PKR 180.303 million.
The scope includes preparation of environmental impact assessments, conceptual and detailed designs, architectural and structural drawings vetted by third parties, electrical and public health system designs including water supply, sewerage, Sui gas, CCTV, security, fire fighting, and HVAC systems. The consultant will also prepare tender documents, engineer's cost estimates, bills of quantities, and assist in contractor procurement and bid evaluation. Resident supervision will ensure quality control, verification of interim and final payments, and project handover. The project site is located at Brewery Road, Quetta, with a total covered area of approximately 20,905 square feet including labs, conference halls, offices, and external development.
Consultants must be registered with PCATP, PEC, FBR, BRA, and SECP and demonstrate relevant experience in university development projects. The selection will follow a QCBS method with a minimum technical score of 70 points. The contract duration is 13 months, including 1 month for design and 12 months for supervision. PEC category compliance, FBR registration, and ATL status are mandatory. Firms should ensure their technical proposals are complete and submitted in English, with all required documentation including audited financial statements and performance certificates.
The submission deadline is **August 29, 2025** at **14:00 hours**, with technical proposals opened at 14:30 on the same day at the Technical & Engineering Department office, Brewery Road, Quetta. Proposals must be submitted in sealed envelopes clearly marked as Technical and Financial proposals. The client reserves the right to reject any or all proposals without assigning reasons.
Pro-Tip: Make sure to carefully review the bid security requirements and submit the Call Deposit Receipt (CDR) of 2% of the estimated cost along with the tender fee of Rs. 10,000. Also, verify that all technical staff CVs are duly signed and countersigned by the firm's competent authority to avoid disqualification.
