Engineering Consultancy Services for Detailed Design and Resident Supervision of Civil Works for Development Projects in Balochistan

Saindak Metals Limited (SML) based in Quetta, Balochistan, is procuring Engineering Consultancy Services for the detailed design and resident supervision of civil works for various development projects across Balochistan. This tender invites qualified consultants to provide comprehensive consultancy services including planning, design, and supervision for projects at multiple sites including Quetta, Taftan, Dalbandin, and Saindak Project Site. Items being procured: - Topographic Study - Master Planning including Architectural and Structural Design (building elevation, typical floor plans, offices, common areas) - Electrical Design - Plumbing Design - Public Health Design - Design of services such as electrical, sui gas, public health utilities, standby generator, internal network connections for telephone, internet, cable, garbage disposal system, emergency exits, fire protection, CCTV surveillance, security protection, solar system, furnishing - Preparation of rate analysis for cost estimates - Engineering Cost Estimates - Preparation of documents for prequalification and bidding - Evaluation of bids and preparation of contract documents - Construction supervision The consultancy includes detailed designing of structural, architectural, and MEP drawings, preparation of Bills of Quantities (BOQs), tender documents, and assistance in contractor selection. The supervision phase involves weekly and monthly progress reports and preparation of as-built drawings. The design phase is scheduled for 3 months, followed by a 15-month supervision phase which may be extendible. Eligibility criteria require firms to be registered with Pakistan Engineering Council (PEC) under specified profile and service codes, have at least 25 years of experience, be registered with FBR/BRA and on the Active Taxpayers List, and demonstrate financial soundness with a minimum turnover of PKR 24 million over the last 3 years. A bid security of PKR 400,000 in the form of CDR or bank guarantee is mandatory. Joint ventures are allowed but lead firms must meet all criteria. The technical proposal must be submitted in Full Technical Proposal (FTP) format along with a separate financial proposal. Submission is through EPADS electronically by 04 August 2026 at 14:00 hours.
