Procurement of Engineering Consultancy Services for Master Planning, Infrastructure & Building Design, Procurement of Works and Detailed Construction Supervision of Infrastructure & Building Works for WWF Labour Complex, Gujrat

The Workers Welfare Fund (Ministry Of OP&HRD) invites qualified and experienced consultants to submit proposals for the procurement of engineering consultancy services for the WWF Labour Complex located in Gujrat. This comprehensive consultancy assignment includes master planning, infrastructure and building design, procurement of works, and detailed construction supervision of infrastructure and building works. Items being procured: - Data Collection, Survey (Topographic, Hydrographic etc.), Geotechnical Investigation, Site Analysis, Environmental Impact Assessment and Feasibility Report (PC-II) - Preparation of Conceptual Master Plan & Preliminary Infrastructure Design - Preparation of Draft Master Plan and Infrastructure & Buildings Design - Preparation of Detailed/Final Master Plan, Infrastructure & Buildings Design, Engineer's Estimate, PC-I - Tender Documents, Tenders Evaluation and Recommendations for Award of works - Detailed Construction Supervision - Services during Defects Liability Period The scope covers detailed surveys, geotechnical investigations, environmental impact assessments, conceptual and detailed master planning, infrastructure and building design, preparation of tender documents, evaluation of tenders, and construction supervision including defect liability period services. The consultant will ensure compliance with local regulations, PEC codes, and environmental standards. The project requires a multidisciplinary team including planners, architects, engineers, and contract experts with relevant experience in large-scale infrastructure and building projects. Eligibility criteria include valid PEC registration with specific codes, PCATP registration of town planners and architects, experience in projects costing PKR 2 billion or more, valid legal entity registration, FBR registration, and a minimum average annual turnover of PKR 100 million over the last three years. Bid security of PKR 1,000,000 is required. The procurement will follow a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique. Proposals must be submitted electronically via EPADS v2.0 by 11:00 AM on August 31, 2026. Technical proposals will be opened the same day at 11:30 AM. Manual submissions are not accepted.
