This consultancy opportunity is based in Gadani, Balochistan, issued by the Collectorate of Custom Enforcement, Gadani (Pakistan Customs), focusing on engineering consultancy services for repair, renovation, and upgradation works. The assignment covers design, cost estimation, tender documentation, construction supervision, and contract administration.
The consultant will conduct detailed site assessments to identify structural and functional deficiencies at the Collectorate of Customs Enforcement facility. Deliverables include design drawings, technical specifications, engineer's cost estimates, and comprehensive tender documents. The consultant will also assist in procurement, respond to technical queries, and support bid evaluation. Construction supervision involves periodic site inspections, ensuring compliance with approved drawings and specifications, verifying measurements, certifying running bills, and managing contract variations and extensions of time. The assignment duration is six months, extendable by three months based on performance.
Bidders must hold a Bachelor's degree or diploma in Civil Engineering, possess valid PEC registration where applicable, and have 3 to 5 years of relevant experience including BOQs preparation, estimation, tendering, and supervision. Compliance with FBR Active Taxpayer List and PEC by-laws for the financial year 2025-26 is mandatory. The procurement follows the Public Procurement Rules 2004 under a Quality and Cost Based Selection (QCBS) method with a minimum technical score of 70 out of 100.
