Engineering Design and Construction Supervision Consultant for AIOU Regional and Main Campus Projects

This tender invites qualified consulting firms for engineering design and construction supervision services for multiple projects at Allama Iqbal Open University (AIOU) including the Main Campus in Islamabad and regional centers across Punjab, Azad Jammu & Kashmir, and Sindh. The department requires expertise in detailed engineering design, feasibility studies, geotechnical investigations, topographic surveys, preparation of Bills of Quantities, procurement support, and resident engineering supervision for educational infrastructure. The scope covers design and construction supervision of a Convention Complex, Centre of Computing Excellence, Central Stores Complex at the Islamabad Main Campus, and regional centers in Mandi Bahauddin, Muzaffarabad, Rawalakot, Hyderabad, and Thatta, along with residences at existing regional centers. These projects demand a firm with strong technical capacity to manage diverse site conditions and ensure compliance with engineering standards across multiple locations. Consulting firms must be registered with the Pakistan Engineering Council under specified codes and demonstrate relevant experience with at least three similar contracts. Firms should also have sound corporate and financial capacity, qualified staffing, and valid registrations with Income Tax and Sales Tax Departments. Compliance with PEC categories and FBR/ATL status for the financial year 2025-26 is essential to qualify.
