Tender Description
NADRA Islamabad invites bids for procurement of Envelope White Window Type with Pre-Printed Text 9x4 under National Competitive Bidding for the financial year 2025-26. This stationery procurement is critical for official use and requires strict adherence to specifications including envelope size, color, weight, and text color. The total quantity is 1,800,000 envelopes to be delivered in six quarterly installments starting within 15 days of contract signing. The procurement is managed by the Procurement Department at NADRA Headquarters, G-5/2, Islamabad.
The envelopes must meet precise technical specifications: size 229mm x 114mm, white color, green pre-printed text, and weight between 4.5 to 5 grams. Packaging requires 1000 envelopes per cardboard box. Vendors must submit 20 samples with bids for quality verification. The procurement follows a single stage two envelope procedure with electronic bid submission via EPADS portal. Bid security of PKR 198,000 is mandatory. Bidders must be registered with NTN, GST, and active on FBR's ATL list. Joint ventures are not allowed.
Bidders should ensure compliance with PEC categories and maintain 100% FBR tax compliance for FY 2025-26. The bid validity is 120 days. The contract requires a 5% performance security in the form of a bank guarantee. Payment terms are milestone-based aligned with delivery schedule and successful quality checks.
