Tender Description
This tender invites qualified firms in Karachi to supply, install, test, commission, operate, and maintain advanced environmental laboratory equipment and services for the Environment, Climate Change & Coastal Development Department, Government of Sindh. The project focuses on expanding and strengthening Continuous Ambient Air Quality Monitoring Stations (CAAQMS) and laboratory facilities at EPA buildings in Karachi, Hyderabad, and Sukkur, covering specialized analyzers, sensors, data acquisition systems, calibration systems, communication infrastructure, software, and related furniture and fixtures.
The scope includes procurement of high-precision instruments such as ambient air quality analyzers for CO, SO2, NOx, NH3, O3, particulate matter monitors, calibration gas systems, meteorological sensors, and data acquisition software compliant with US-EPA and Sindh Environmental Quality Standards. Additionally, repair, maintenance, and calibration of existing laboratory equipment, supply of chemicals, reagents, apparatus, and accessories are required. The project demands adherence to rigorous technical specifications, including ISO 9001 certification, valid manufacturer authorization, and a minimum of five years' experience in real-time ambient air quality monitoring systems.
Bidders must be registered with FBR and Sindh Revenue Board, be on the Active Taxpayer List, and provide audited financial statements showing an average turnover of PKR 200 million over the last three years. The tender requires submission of a bid security of PKR 4 million and a non-refundable tender fee of PKR 10,000. Compliance with PEC categories, FBR/ATL registration, and 2025-26 fiscal year requirements is mandatory.
The submission deadline is set for 16th February 2026 at 02:30 PM, with technical bids opening at 03:00 PM the same day at the office of the Secretary, Environment, Climate Change & Coastal Development Department, Plot No. ST-2/1, Sector-23, Korangi Industrial Area, Karachi. Bids must be submitted electronically via the Sindh Public Procurement Regulatory Authority's EPADS portal, with original bid security submitted physically.
