Tender Description
The National Disaster Management Authority (NDMA) Islamabad invites qualified and experienced contractors to participate in the procurement for the Establishment of a Humanitarian Hub at NDMA Islamabad. This project involves comprehensive civil works including the construction of a modern steel-frame structured infrastructure designed to serve as a state-of-the-art Humanitarian Hub complex. The facility will include modern office spaces, collaborative work areas for government institutions, humanitarian partners, and development stakeholders, along with high-end IT infrastructure such as server rooms, networking, data processing, and communication systems. Conference, training, and meeting facilities will also be part of the project, complemented by essential building services, utilities, safety systems, and associated amenities.
Items being procured:
- Design, manufacturing and supply of pre-engineered steel shed including primary structural steel rafters, columns, connection plates, lift structure, SMD wall frame, base plates, roof purlins, pre-painted roof sheet, trims, gutters, down take pipes, cross wire bracing, anchor bolts and other necessary hardware
- Supply and installation of mezzanine floor steel structure
- Supply and installation of roof area glass wool insulation 100mm thick
- Providing and fixing roof liner sheet made of precoated galvanized steel/aluminium-zinc alloy coated steel sheet 0.5 mm thick
- Supply and installation of steel structure stair including railing with 12mm thick glass
- Supply, fabrication and installation of MS/GI structural framework for façade shade
- Design, manufacturing and supply of pre-engineered MS parking shades with tensile fabric covering
- Supply, installation, testing and commissioning of lifts
- Excavation, earth filling, reinforced cement concrete, brick masonry, plastering, painting, flooring, aluminum composite paneling, gypsum board installation, uPVC toilet doors, plumbing works, MDF false ceiling, blind curtain installation, jaffri (jaali) partition, gravel fill, aluminum fixed curtain wall, bore well and submersible pump, water pressure booster pumps, PVC piping, electric geysers, hand dryers, security check posts, power room construction
- Road works including earthwork, sub-base, base course, prime coat, asphalt wearing course, kerb stones, road marking, traffic signage, side drains
- Horticulture and landscaping including ornamental palm trees, turfing, decorative water fountain, planters
- Furniture including reception counter, chairs, sofas, office tables, garden benches, collaborative workstations, café tables, file racks
- Electrical works including circuit wiring, cable containment, switches and sockets, main/sub-main cables, LV panels and distribution boards, lighting fixtures, UPS systems
- Voice and data communication system (passive part only) including CAT-6 cables, communication racks, patch panels, switches, fiber optic cables, testing and commissioning
- Public address and voice evacuation system
- CCTV system (IP based) including cameras, network video recorders, cabling, programming and commissioning
- Addressable fire alarm system
- Earthing/grounding system
- Facility lightning protection system
- Fire suppression system (Novec FK5-1-12 Gas)
- Fire detection and fire suppression control panel
- Fire resistant coating and mortar
- HVAC 170 tonnage capacity VRF air conditioning system
- IT works including SMD halls, LED screens, desktop PCs, printers, scanners, managed POE switches, WIFI access points, fiber optic cables, racks, technology boxes, Zoom licenses, IP phones, biometric devices, video conference solutions, sound systems
The technical scope covers all materials, equipment, and workmanship necessary for the complete construction and commissioning of the Humanitarian Hub as per the detailed specifications and drawings. The site is located near ITP Office, Main Murree Road, Islamabad Capital Territory.
Eligibility criteria require bidders to have a valid PEC registration of category C-1 or above, minimum 15 years of experience in civil construction works, audited financial statements showing an average annual turnover of Rs. 2200 million or above for the last three years, and no blacklisting or ongoing legal disputes. Bidders must submit a bid security or bid securing declaration as per the bidding documents.
The procurement will be conducted through a Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique. Bids must be submitted electronically via the EPADS v2.0 portal by Tuesday, August 25, 2026, at 11:00 AM. Late or manual submissions will not be accepted. Bids will be opened on the same day at 11:30 AM via EPADS v2.0.
Interested bidders should register on EPADS v2.0 and download the bidding documents from https://epads.gov.pk/opportunities/federal/procurements/83515. A pre-bid meeting and clarifications will be managed through the EPADS portal. The contract duration is 90 days from the date of commencement.
