Establishment and Operation of a State-of-the-Art English-Medium College on Gross Revenue-Sharing Partnership Basis in Sector G-14/2, Islamabad

The Federal Government Employees Housing Authority (FGEHA) Islamabad invites proposals for the establishment and operation of a state-of-the-art English-medium college on a gross revenue-sharing partnership basis in Sector G-14/2, Islamabad. This project involves design, finance, build, operation, maintenance, and transfer under a concession agreement. The successful bidder will be responsible for financing, designing, constructing, equipping, affiliating, operating, and maintaining the college at its own cost and risk, subject to FGEHA oversight. Items being procured: - Design, finance, build, operate, maintain and transfer of a college building and associated infrastructure on approximately 9,486 square yards (1.96 acres) land - Architectural, structural, electrical, mechanical, plumbing, landscape, fire-safety designs - Construction through PEC-registered contractor - Procurement and installation of furniture, laboratories, IT systems, security systems, library resources - Recruitment and management of qualified academic, administrative, technical and support staff - Operation and maintenance of the college throughout the concession period - Deployment of integrated digital management system for enrolment, fees, attendance, examinations, and financial reporting The project requires compliance with applicable building codes, fire safety, environmental regulations, and educational standards. The concession period is 20 years, extendable once for up to 10 years at FGEHA's discretion. The minimum gross revenue share offered to FGEHA shall be 10%. The construction period is a maximum of 18 months from site handover. Bid security of PKR 2,000,000 is required. Performance security of PKR 10,000,000 is due within 15 days of Letter of Acceptance. Eligible bidders must be single legal entities with at least five years of continuous operation of educational institutions including colleges, valid affiliations, minimum combined enrolment of 1000 students, minimum average annual turnover of PKR 300 million, positive net worth of PKR 150 million, and access to at least PKR 100 million in liquid funds or financing. Consortiums and joint ventures are not allowed. Proposals must be submitted through EPADS and hard copies delivered to FGEHA Head Office, 10-Mauve Area, G-10/4, Islamabad by 16th September 2026 at 12:00 PM. Technical proposals will be opened on the same day at 12:30 PM. Pre-bid meeting is scheduled for 31st August 2026 at 1:00 PM at FGEHA office.
